Mall of America Phase II concepts will display a lifestyle-oriented, progressive and innovative personality that will complement the existing shops and attractions at Mall of America. The Phase II mixed-use complex is zoned for up to 5.6 million square feet of new development and will be built on 42 acres of adjacent property to the north of Mall of America on the old site of the Met Center. A connection will also be constructed to link Phase I and Phase II.

The first element of the Phase II expansion occurred when IKEA® broke ground in the summer of 2003. Opening in 2004, the new 306,000 square foot IKEA is located on 15 acres of the Met Center lot across from Mall of America. The home furnishings retailer features approximately 75 different room settings, three model homes, a supervised children's play area, as well as a 320-seat IKEA Restaurant serving Swedish specialties such as meatballs with lingonberries and salmon platters.

Cantina Corona - Level 4 East 13,000 square feet
De Mexico Para El Mundo ("From Mexico to the World") is excited to bring the first-ever restaurant branded by world-famous Corona, the number one selling beer in the world. Tastes, conversations and spirits come alive with this unique dining concept that pairs exotic Mexican food with specialty beers.

Bass Pro - Phase II
One of the nation's leading outdoor recreational retailers will lease approximately 300,000 square feet and function as an anchor in Phase II.

Questions About the Development of Phase II

Q: What exactly is Phase II?
A: Phase II is a four-level complex like the existing Mall of America complex with high fashion retail, entertainment, hotels, office space, museum space, dinner theaters, ice rink and water park that will connect directly to MOA. Additional development is planned for the south area of Mall of America off Killebrew Drive. Phase II can be built up to 5.6 million square feet of mixed-use space, which is planned to be built to the north of the existing Mall, to become the worlds largest mixed use retail, entertainment and recreation project, contributing over 2 billion dollars per year to the regional economy and creating thousands of jobs.

Q: How have the plans changed?
A: We've provided concepts as part of our planning process. Those were preliminary plans and we recognized that some of the concepts would likely change as we sign tenants and move through the approval process. What hasn't changed, though, is our goal of remaining the premier retail and entertainment destination in North America.

Q: Do we really need more retail?
A: The demand is there. The upper Midwest is a retail destination thanks in part to Mall of America. We draw more than 40 million visits a year to Mall of America, and our internal market research tells us Phase II will attract an additional 20 million visits a year. Nearly 40 percent of those visits are from beyond 150 miles.

Q: What stores or hotels will be included in Phase II?
A: We are speaking with numerous potential tenants. What we can tell you now is that our plans include high-end fashion retail, hotels, office complexes, museum space, water park and an ice rink.

Q: Are you going to lose parking spaces?
A: No. We will add up to 8,000 additional parking spaces on the expanded site.

Q: How big is the expansion?
A: We are pursuing development rights for up to 5.6 million square feet of mixed-use space, which includes the property north of the existing mall - where IKEA sits - and the parking lot on the south side of Mall of America, where plans call for a hotel and additional parking.

Q: Will the expansion be opened in phases or will it be opened all at once?
A: As we are in the planning stages, our intention is to open most of the development all at once. This might change as tenants and development schedules are solidified.

Q: How will the expansion affect Phase I?
A. Our commitment to keeping Mall of America fresh and exciting hasn't changed. Our improvements to the existing property will continue. Phase II will complement Mall of America, drawing even more visitors to experience the shopping and entertainment opportunities. The addition of quality hotels is something our customers have asked for. Those hotels will make the entire property an even more inviting destination for tourists from around the world.

Q: How have Bloomington residents been affected positively by Mall of America?
A: Bloomington has benefited from the jobs, infrastructure improvements and increased economic activity to the tune of $1.8 billion annually generated by Mall of America, as well as from increased international status from having Mall of America in the community.


City and State Approval

Q: What specifically requires City Council and Port Authority approval?
A: As with any project, the development and public finance plans require city approval.


Questions about Cost and Public Financing

Q: What is the cost of Phase II?
A: This will be a substantial investment of more than $2 billion. That's good news for the city, the state and the region.

Q: How does this compare to Phase I - what did it cost?
A: Phase I cost $650 million in 1991 dollars - it would cost more than $1 billion to build today.
